They serve as a temporary, community-based structure that supports the effective planning and coordination of development projects within each host community. Comprising selected local stakeholders, the HCMC (Adhoc) ensures that community-specific priorities are properly articulated, and that implementation activities are well-organized and aligned with the Trust's goals.

Though ad-hoc in nature, the HCMC plays a critical role in ensuring that each project reflects local context, promotes inclusion, and delivers sustainable impact where it matters most at the grassroots.
